 Biographical Information

I currently have the honor of serving as your International Vice-President. In addition to those duties this year I am also the chairman of the Marketing and Communications Committee and the Website Redesign Committee. I am currently a full member of the District of Columbia chapter (where I serve as chapter President) and the Virginia chapter. Previously I have served as the District X Director, chairman of the Legislative Steering Committee, and in addition I have held numerous offices and committee chairmanships in the Missouri Chapter. I currently reside in Arlington, VA and am employed with the US Department of Labor in the Office of Workforce Security as an Unemployment Insurance Program Specialist in the Division of Legislation.

Please tell us the one most important issue with IAWP today and your thoughts to address or improve that issue?

I believe that first and foremost, IAWP is and must always continue to be a professional association dedicated to the professional development (continuing education) of the thousands of dedicated workforce professionals across the nation. To that end, it is my belief that we must recognize that just as the economy has changed over time, so have the dynamics and demographics of the professionals in the workforce system. If we are to continue to be the preeminent association for workforce professionals we must make corresponding adjustments to ensure we continue to attract members and provide the services desired by our membership.

Clearly communication is key in this area; this is in part why I am so proud of the new website launched in February, a project I had the privilege of chairing. I believe that by continuing to “think outside the box” and focus on a collaborative and innovative approach we will be successful in our future endeavors.

In the past, we have had a conference planner assist with the operation of our yearly International Educational conference. There have been pros and cons for the association with such an entity. What steps under your leadership would you take to ensure that all revenues, expenses, and operation of the yearly conference are made public with our association's members?

As you may know in June 2007 the board of directors voted not to hire a meeting planner for either the 2008 or 2009 conferences; I want to state that I unequivocally believe that this is the correct move, as I do not feel it is in our association’s best interest to hire a meeting planner (given the average attendance in recent years). If in the future we are able to substantially increase the conference attendance numbers then we may need to revisit this area, but for now I believe that the knowledge possessed by our administrative office staff, combined with the hiring of some part-time/contract staff is the more financially responsible way to go. I am a firm believer that the financials of all aspects of the association should (and I believe have been) be made available to any member in good standing. Ever since I came onto the board I have made a point of ensuring that checks and balances were in place, and that the hard questions were asked to ensure that we as leaders of the association fulfill the fiduciary role we have to you our membership. I pledge to each of you that I will continue, as I have in the past, to this effect.

Membership has and is an ongoing concern for all professional associations. What would be ways that we could increase membership?

Membership is a challenge that all chapters in the association are faced with. In the current era of shrinking budgets we must think outside the mainstream to develop membership strategies that are not as dependent upon agency support. We also must recognize as I noted above that the individuals in their 20s and 30s who are entering the workforce system as modern workforce professionals are not necessarily looking for the same benefits of membership as those workforce professionals in their 40s, 50s and 60s and beyond. The retirees are another underutilized group, we must make sure that we offer things to them to ensure that they maintain their membership after retirement, doing this, much like focusing on the new workforce professionals requires a concerted effort to determine what are the benefits of membership that they are looking for.

A bylaw proposal concerning term limits for the offices of International Vice President and Secretary-Treasurer will be put forward to the members this year. Do you favor or oppose term limits? Why or why not?

I support the amendment to the bylaws to place a term limit of four years on the offices of Vice- President and Secretary/Treasurer. It is my belief that one of the great aspects of our association is the ability it provides to its members to allow them to give back to the association, and at the same time develop their individual leadership abilities. If someone serves a year as Vice- President, then as President-elect, President, and Immediate Past President they will have been an officer of the association for four years. By passing the proposed term limit amendment (one with a similar tenure as above) I believe that it will ensure that the individual officers are rotated on a regular basis, this by its very nature will ensure that new ideas are brought to the leadership table ensuring that our association doesn’t allow itself to become adverse to change.

There is a movement in our International association to partner with another association that also deals with workforce development. What are your thoughts on having a joint association? Would you favor or oppose a joint national conference? Why or why not?

My theme for my presidential year is “The Power of Collaboration Meets the Era of Innovation”; from this you can see that I am a steadfast believer in partnering. This is in no way to be confused with folding-in to another association. IAWP is unique in the breadth and scope of the workforce system that we serve. We also have nearly 100 years of history that provides incredible stature to our name brand. This however does not mean that we shouldn’t work with others with common goals. I am most definitely in favor of pursuing collaborative efforts with other workforce associations (e.g. NAWDP, NAWB, NASWA, etc…) this would include the possibility of holding a joint or simultaneous national conference, provided it meets the substantive and financial requirements of our association. I am not at this point open to even considering the establishment of a joint association, IAWP should remain its own organization.

RICH VINCENT

 Biographical Information

I have worked for the South Dakota Department of Labor for 16 years. I was originally hired as a Job Service Representative. I was promoted to Job Service Manager. I have for the last 7 years been the Unemployment Insurance Call Center Manager for South Dakota. I am a resident of Aberdeen, South Dakota. I have served as Vice President, membership chair, chapter development chair, and President of the SD chapter. I am currently the International Chapter Development Chair on the International Board.

Please tell us the one most important issue with IAWP today and your thoughts to address or improve that issue?

I believe the most important issue in our organization is communication. There is fantastic work being done in all levels of IAWP to get the message out on workforce development.

However, the coordination of those efforts at the different levels needs to improve top to bottom and from the bottom to the top. To improve this area we need to do outreach in the form of periodic (monthly, quarterly) board and committee updates from the International board sent out to the members. We also need to do more outreach from the district director to state chapter level so that the information flows both ways on the needs of our association.

In the past, we have had a conference planner assist with the operation of our yearly International Educational conference. There have been pros and cons for the association with such an entity. What steps under your leadership would you take to ensure that all revenues, expenses, and operation of the yearly conference are made public with our association's members?

The budget of the conference needs to be put out to the members by Internet or in print. The concern may be to open up scrutiny to the budget of our organization’s most expensive yearly endeavor. However, that fiscal oversight needs to take place. There should be an “open door policy” as to how the International Board is spending the members’ money in this effort. If there is concern in this area the board needs to be forthright in dealing with any issue. No matter how sensitive or potentially volatile it may be. That which makes leaders squirm in their seats ultimately makes the body stronger in the final result.

Membership has and is an ongoing concern for all professional associations. What would be ways that we could increase membership? I honestly wish I could wave a magic wand and say that I have the key or single answer to this question. Many associations today are losing membership across the board due to multiple reasons: financial cost, disconnect between the buy in for younger individuals to reap a benefit of an association, competition of resources in more associations to belong to, etc. There needs to be some type of incentive to our current membership to have a buy in to excite them to be our promoters and ambassadors of IAWP to approach potential members. I have long contended that the most effective way to recruit members is by a one on one effort. The association does give recognition to those that recruit each year at the International Educational Conference. This is super. There needs to be an additional something to the member to entice them to be promoters.

A bylaw proposal concerning term limits for the offices of International Vice President and Secretary-Treasurer will be put forward to the members this year. Do you favor or oppose term limits? Why or why not?

This proposal came from a state chapter within my district. I wholly support term limits. Opponents to this support would say that term limits work themselves out by the democratic process of voting in those that do a good job and vice versa for those that don’t. Sounds great. The reality is, however, that it does not always work that way. Any body becomes stronger when there is a constant rebirth and influx of ideas, values, and opinions. When leaders are allowed to remain in position for long periods of time this slows down and harms the growing process.

The ideology that goes into the decisions of that body over a period of time will remain unchanged. The problem with this is as that entity remains unchanged the views in the world outside of that unit changes. Then it becomes that the unit does not keep up with the adaptations that are needed to survive in the world in which it exists. Term limits are needed.

There is a movement in our International association to partner with another association that also deals with workforce development. What are your thoughts on having a joint association? Would you favor or oppose a joint national conference? Why or why not?

As stated earlier on term limits, survival means adjustment. The members of IAWP have a long history and tradition of being a leader in workforce development. We need to ensure that our rich tradition is preserved in the work that we do. There will be give and take if partnership with another association takes place. We do need to look for any and all efforts that will assist us to survive. I am in favor of outreach to others that share our same or similar opinions and views on workforce efforts. I do believe it should be with open eyes and treated with kid gloves that we go forward with partnership efforts as long as our identity remains intact. A sharing and blending is supported. A complete takeover is not. As far as the national conference, again, this can be handled in such a way that cost sharing for speakers, meeting space, etc. can be shared with another body. It will need to be done in such a way that we still have our activities, events, etc. that we hold near and dear to what we want seen at a national conference while still being open to activities that the other association wants.

In closing I want to first thank Duke Goodell for giving myself and all the candidates for IAWP officer positions an opportunity to respond to this Q&A forum. It is wonderful that the IAWP members in South Dakota and hopefully the rest of the country see what the candidates have to say on the issues of IAWP. Thanks Duke!!! When I announced my candidacy for Vice President at the District X Educational Conference in October, it was not without a little nervousness that I wondered had I made the right decision. The decision to do this was looked at very carefully and others were consulted. In every person I talked to they mentioned that there are rewards and pitfalls to serving on any board. However, they would not change their decisions to have committed their time and talents to such a worthwhile association as IAWP. I do not have all the answers to every issue that we face. I will promise that I have a passion to address concerns and to listen to what people have to say. I have been endorsed by Districts 2, 10, and 14.

I have made the attempt to contact and have visited with board members, district directors, chapter presidents, and other IAWP members to learn what is on the minds of members concerning our association. I have been very encouraged by what I have seen serving on the board this year as to the direction we are going in. I ask for the support of IAWP members in their upcoming voting decision. DAVID SLIMP

Biographical Information, Oklahoma Chapter.

I have 30+ years of IAPES and IAWP membership. I have served in all leadership roles of sub-chapter and chapter offices; Hospitality Chair for Tulsa International 1992; District XI Representative 1993-94; Banquet and Ball Emcee at Little Rock 2001; Services to Veterans Chair Raleigh 2004; Emceed Opening Ceremonies at Boise 2007. I have served as District XI Treasurer for past four years and am currently Oklahoma Chapter Membership Chair. Since beginning International Convention attendance with Chicago in 1988, I have missed only Puerto Rico in 1998.

I am beginning my 38th year with the Oklahoma Employment Security Commission. I have 20 years of Local Office Management experience in the Oklahoma City metropolitan area and an additional 18 years of administrative office programs management.

Please tell us the one most important issue with IAWP today and your thoughts to address or improve that issue?

Membership remains as the most important issue we face. Although I feel strongly that membership recruitment and retention are state issues and recruitment must be accomplished by the Chapters, the International must provide marketing assistance and direction. As an association, we must develop more effective marketing techniques and make them available to the Chapters. Chapter Officers and key members must meet, plan the recruitment effort and promote new member recruitment. They must also give thought to involvement and retention of new members.

Chapter officers must make the decision to move outside their comfort zone to recruit from workforce integrated partners and other professional groups that are involved in the workforce system. They are ripe for recruitment.

We must understand that many long established organizations are suffering from declining membership. The level of individual participation in many of the well known organizations has greatly declined in the last thirty years with many societal factors being blamed as cause. To combat this, the IAWP leadership must continue to promote the attributes of this association, while state chapters continue to recruit.

In the past, we have had a conference planner assist with the operation of our yearly International Educational conference. There have been pros and cons for the association with such an entity. What steps under your leadership would you take to ensure that all revenues, expenses, and operation of the yearly conference are made public with our association's members?

We have paid administrative staff in place well equipped and well informed. I see no problem with their ability to report on conference finances. On a different note, I do believe if we retain a meeting planner that all funds must be maintained by IAWP and not by that planner.

Membership has and is an ongoing concern for all professional associations. What would be ways that we could increase membership?

The answer lies with hard work and dedication by concerned members to provide for an organization that serves us well. No one person keeps a chapter alive… it is a collective effort…. It is “we” not “I” that keeps our chapters going and it will be “we” not “I” that keep asking our co-workers and partners to become involved with us. There are still plenty of people who want to believe. They want to participate and be a member of a social network of people engaged in similar activities. “We” must find them, get them involved and keep them involved. “They” want to belong.

A bylaw proposal concerning term limits for the offices of International Vice President and Secretary-Treasurer will be put forward to the members this year. Do you favor or oppose term limits? Why or why not?

Yes, I favor term limits on both offices. There are plenty of reasons for long term leaders and there is something good to be said for the continuity of leadership in organizations. However, I personally believe that organizations can become stagnant without new ideas, new beliefs and new leaders. The old axiom that organizations are either moving forward or dying is true. New people bring new ideas.

There is a movement in our International association to partner with another association that also deals with workforce development. What are your thoughts on having a joint association? Would you favor or oppose a joint national conference? Why or why not?

Let me say it again…”I love this organization and everything it stands for.” I have belonged to many civic, military and voluntary organizations in the past four decades. IAWP is the organization I want to be identified with and our members are the ones I want to associate with on a professional and social basis. I do not want to lose this great organization and certainly do not want to see it lose its identity or purpose. I would move to support the idea of this association partnering with another association when or if our existence depends on it, but I am not in favor of merely being absorbed by another organization. I would only support a mutually beneficial and equal representation merger or partnering with another organization. The same holds true for a joint conference, both should benefit, including financially, from the experience. I believe the idea should be explored very carefully and the ‘right’ fit found before any commitments are considered.

Let me restate my beliefs.

Membership: Chapters, not the International, will determine our collective futures.

We must work to reverse the trend of declining membership or face the resulting budgetary shortfalls. Without the necessary membership for financing we will be forced to reduce activities.

We must move outside our comfort zones to recruit new members.

Our organization is strong and will remain there as long as “we” find individuals who want to belong and participate.

Nothing beats “hard work and dedication” in recruitment of members.

Term limits are best for the future of the organization.

I will support partnering with another organization if it comes to our survivability.

 Biographical Information:

I have been a member of IAWP/IAPES continuously for over 22 Years and have attended 16 IAWP/IAPES International Educational Conferences in the past 18 years. I retired from the Idaho Department of Labor in December 2006 after 29 years of service as a UI Quality Control Auditor, UI Claims Investigator, Local Office Manager and Job Service Consultant. My current IAWP positions include IAWP International Development Committee Chairperson, Idaho Chapter President Elect, Idaho Chapter Membership Committee Chairperson, Idaho Chapter Bylaws Committee Chairperson, Idaho Chapter Budget and Finance Committee. I have been on the Idaho Chapter Board of Directors as a chapter officer (Secretary/Treasurer, Vice President, President-Elect, President and Past President) for 17 of the past 18 years. I have served on the IAPES/IAWP International Board during three administrative years. I was the International Chapter Development Committee Chairperson on 2 occasions, the District XIV Director and I am currently serving as the IAWP International Development Committee Chairperson. I have also served on various IAPES/IAWP International committees including: the Executive Committee, the 2007 Local Arrangements Committee, the Teen IAWP Ad-Hawk Committee and the Future Conference Planning Committee. I have been recognized by my peers over the past years with numerous IAWP/IAPES awards on the Idaho Chapter and International levels including: 3 time International Individual International Development award winner, Bronze Key award winner - 10 years, International President's Honor Roll – 14 years, Idaho Chapter Award of Merit winner, Idaho Chapter Mary Upchurch award winner – 2 years, for outstanding service and dedication to Idaho IAWP/IAPES.

Please tell us the one most important issue with IAWP today and your thoughts to address or improve that issue?

I feel that the most important issue facing IAWP today is marketing the values of IAWP to potential new and current members. In today’s world our organization has great competition for the time and resources of potential members. Providing a defined IAWP product is of great importance to our future existence. These products may include those value added things such as professional networking, education and recognition. We need to determine the few outstanding IAWP value added products that IAWP can offer potential IAWP members and focus in on a limited number of these products and provide a focused excellence. If elected as the next IAWP Secretary/Treasurer I will work diligently to improve focused IAWP marketing and facilitate investing IAWP resources wisely to accomplish a focused IAWP marketing plan of action.

In the past, we have had a conference planner assist with the operation of our yearly International Educational conference. There have been pros and cons for the association with such an entity. What steps under your leadership would you take to ensure that all revenues, expenses, and operation of the yearly conference are made public with our association's members?

I feel very strongly that the members of IAWP are very much entitled to accurate up-to date information on the finances and other operational information of the annual educational conferences. This information needs to be clearly communicated to the IAWP leadership and other membership as expediently as possible and the IAWP leadership should take the responsibility of answering all membership questions and concerns concerning the operations of IAWP including the annual educational conference. I feel that a financial report should be forwarded to the IAWP Chapter Presidents at least 3 times per year and a finale recap conference financial report made available to all members and IAWP leadership within 2 months of the completion of the conference. As the number of IAWP Conference participants has decreased over the past few years, I feel there in no need for a meeting planner at this time. This needs to be re-evaluated on a periodic basis as things change to see if there is a need for the defined limited services of a meeting planner in the future. IAWP should, however, remain in complete control of the conference finances and the with various tasks related to the annual conference should be shared by the hosting chapter, IAWP International and possibly in the future the limited services of meeting planner.

Membership has and is an ongoing concern for all professional associations. What would be ways that we could increase membership?

IAWP needs to establish a specific marketing plan that is focused on the needs of the current membership as well as new potential members. We need to develop various marketing tools that illustrate the IAWP products and the advantages of having these products available as a member. The newly redesigned IAWP web page is an excellent tool and should be continually updated to reflect the values of IAWP membership. If elected I will strive to assure that IAWP resources are used wisely to promote increased membership.

A bylaw proposal concerning term limits for the offices of International Vice President and Secretary-Treasurer will be put forward to the members this year. Do you favor or oppose term limits? Why or why not?

I am in favor of establishing term limits for IAWP officers. This will help facilitate increased IAWP leadership opportunities for members. It will also increase having new individuals in the leadership positions and bring in new ideas and techniques to facilitate continuous improvement of our fine organization.

There is a movement in our International association to partner with another association that also deals with workforce development. What are your thoughts on having a joint association? Would you favor or oppose a joint national conference? Why or why not?

Without additional detailed information, I am currently not in favor of combining the 2 associations; however, I feel that becoming a working partner with another workforce development association has good potential for a positive outcome for both organizations. I feel that IAWP and the other association could become partners without merging into one association and have good potential results in the areas of shared knowledge, increased membership and shared events that relate to the goals and objectives of both associations. A joint national conference could work out very well and potentially cut duplication, increase attendance and still allow each of the associations to remain in tact as separate but partnering associations.

I feel that complete and open communication between the members of IAWP and its leaders is critical to our organization’s future success. I will work hard to increase open communication amongst the IAWP Board members and between the IAWP general membership and the IAWP leadership. It is each IAWP member’s ideas, in a combined effort that will lead to the continued future success of IAWP. If elected as IAWP Secretary/Treasure I will strive tirelessly to facilitate increased communications and sharing ideas among all IAWP members.  Biographical Information

Karen Fawbush in a Nutshell - Utah Chapter, a member since 1983. Held the following offices on the Utah Chapter board: Area representative 1990-94, Secretary of Utah Chapter 1995, President of Utah Chapter from 1995 to 1996. Held positions on the board as Legislative Chair in 1998, Awards chair 2000, Newsletter/Media Chair 2002. Local Arrangements Chair 2002 International Conference Salt Lake City. Developed a flyer titled “What is IAWP and What Can it do for Me?”. Developed a Power Point presentation on IAWP for marketing and promoting IAWP. At the International Level, held the office of Legislative Steering Committee 1998-1999, Local Arrangements Chair for the 2002 International Conference in Salt Lake City. This was a 4 year commitment that I started in 1999. District 13 Director in 2004-2005. Program Chair for the 2005 International Conference in Albuquerque, NM. This was a 2 year commitment that started in 2003. Successfully obtained CEU’s and Continuing Legal Education credits (CLE’s) for the ethics content. Also the Commission on Rehabilitation Counselor Certification (CRCC) approved of the program so much so that they awarded 18 hours of continuing education credit. Awarded the International Presidents Discretionary Award by George Barthalow. In 2007 I served on two different committees that looked at, 1) conducting a conference without a conference planner and 2) coming up with a conference planners handbook. Awards: Nominated for the Award of Merit for the 2008 International Conference. Floyd Astin Courtesy Award in 1992; Sponsored the International Executive Board meeting in SLC in 1996 and received official Resolution for Hospitality, Professionalism and Courtesy. Keeper Korps Award for 2001 Membership renewals. Certificate of appreciation from International Board & Utah Chapter for 2002 Conf. In Salt Lake City. Official Resolution for Dedicated Contribution to the 2005 International Conference as Program Chair. International Presidents Discretionary Award at the 2005 NM Conference for work as the Program Chair. Received the Award of Merit from the Utah Chapter in 2007.

Please tell us the one most important issue with IAWP today and your thoughts to address or improve that issue?

There are three areas that concern me the most. The first is that we need term limits on the position that I am now running for. I believe 4 years (same for VP) is time enough. The second is that goals need to be set in place each year by the board that will be developed and completed starting at the beginning of the 3 year term starting at Vice President. These goals should be accomplished by the end of their term as President. We need consistency in our leadership goals and they need to be attainable, measured and completed. I believe this year’s board under the direction of Laura Coburn has started to move in this direction but is necessary to continue moving forward with this process. And the third area I am very passionate about is the fact that we are a dying association and we need to move ahead with changes. We are an aging association losing membership yearly. We need to look at modernization. We need to move into a new era and look at changing our association now.

What steps under your leadership would you take to ensure that all revenues, expenses, and operation of the yearly conference are made public with our association's members?

There is a lot to this as I have organized 2 international conferences in the past (Salt Lake City and Albuquerque). Both were with the conference planner. I experienced both the good, the bad and on occasion the ugly. In order to make a conference successful you need someone in charge. That should be the President. Our association centers around our educational conferences and what happens at the conference reflects on the President and his/her board. Now granted they can delegate authority to a trusted board member who they feel will do a grand job. Or put into place a conference committee who will plan and organize the event along with the program chair. As the secretary/treasurer, I feel it would be my responsibility to work along side the president and/or these individuals in the role of an advisor. For the conference to be successful, there needs to be a set budget in place right from the start. This will be a working document and it must be followed with very little change. There should be a timeline set up for each and every detail to be completed and reported on with specific deadlines. There needs to be set monthly conference calls with a set agenda to discuss the timeline and budget starting 4 months out. There needs to be 1-2 meetings before the conference, one being a walk through at the location. This is very important for the final planning stages. Finally, I believe that there should be a budget report printed in every Workforce Newspaper. There should always be an audit conducted at the end of every year. I would openly discuss any issues of concern regarding the budget at meetings and events…and if at all possible the minutes from all the board meetings should be posted on the IAWP website for all members to read.

Membership has and is an ongoing concern for all professional associations. What would be ways that we could increase membership?

The only way we will increase membership is for everyone to do their part. Too many of us sit back and wait for the other guy to do it for us.

We need to get back to talking about it and promoting it in our departments. As I stated above our membership is aging. I value the retirees as I soon will be one. But we need to find ways to lure the younger generation of workforce professionals. We can’t keep doing it the same way. I truly believe in modernization (changes needed in our educational conferences) and that is the road we need to travel on as soon as possible. We need to promote IAWP to departments/agencies outside Employment Security and the Department of Labor. Many states have combined several departments into one. We need to look into who their customer base is and target those areas. Perhaps surveys could be done on line that will help us evaluate what needs to start, what needs to stop and what needs to continue.

A bylaw proposal concerning term limits for the offices of International Vice President and Secretary-Treasurer will be put forward to the members this year. Do you favor or oppose term limits? Why or why not?

Wow! I expressed this already in #1 as my number one goal. I have expressed my concerns to our leadership for the past 4 years asking for change. I know the majority of the membership support term limits. If you don’t have term limits there is a tendency for individuals to become too powerful. I definitely favor term limits!

There is a movement in our International association to partner with another association that also deals with workforce development. What are your thoughts on having a joint association? Would you favor or oppose a joint national conference? Why or why not?

This is one of those changes I am talking about with modernization. Our association is not as big and financially strong as it once was. I believe in a few years we will not be able to hold the types of conferences we have now.

With a tighter budget and smaller membership how can we possibly continue down the same road. It is to our advantage to join forces with a much larger association that has the same values as we have. This would widen our horizons and broaden our experiences. We would have the opportunity to network with so many other professionals out there. I believe we would grow and develop in to a better association than we could if we remain the same. I believe there is a professional association out there now that we could develop a partnership with that would benefit all of us.

I believe in change and that is what life is all about right now. Nothing stays as it was last year or the year before. Tomorrow is a new day and if we don’t do something soon we will certainly cease to exist. It is harder and harder to sell IAWP to administrators and directors without good selling points. What are our selling points anymore? They are not the same as they used to be and they are different in every state. I truly believe if we change directions in the next 2 years we will save our association from a slow death. This sounds pretty harsh, I know, but the reality is out there and time is passing us by quickly…It is my fervent hope that I can help make some of those changes happen if I am elected. P.S. I am a really fun person too!!!
